Ambiguity is a result of divergent or contested perspectives on the justification, severity or wider ‘meanings’ associated with a given threat (Stirling, 2003). High complexity and uncertainty favour the emergence of ambiguity, but there are also quite a few simple and highly probable risks that can cause controversy and thus ambiguity.
